M’sian Woman Pays ‘Ulat Parkir’ RM15 For Parking, Later Gets Slapped With DBKL Fine

Double whammy.
If you’ve ever found yourself looking for parking at certain public spaces, chances are you’ve also met an illegal parking tout, also known as ‘ulat parkir’, demanding for a fee to be paid.

A woman recently took to social media to rant over how she was “punished” not once, but twice at the hands of an ‘ulat parkir’ and the Kuala Lumpur City Hall (DBKL).

What happened

In a Threads post, the OP wrote that she paid RM15 to an ‘ulat parkir’ after the latter threatened to key her car or smash her side mirrors if she refused to pay.

When she returned to her car moments later, she was shocked to find that a fine was issued to her by DBKL, which led her to feel extremely frustrated.

“You literally cannot make this nonsense up. I just handed RM15 to an illegal ‘ulat parkir’ without a work permit in Changkat, only to walk back and find a fine under my wiper blade.

“So let me get this straight: the illegal operator gets away with running a tax-free cash syndicate on a PUBLIC street and DBKL gets to fine ME for being on that same street,” she fumed.

The OP also wrote that she was being “penalised twice for existing in KL” and questioned DBKL’s alleged double standards in enforcing the rules.

“Why is the law only enforced on the citizens paying for the roads? So illegal workers get to privatise government property and keep the cash, DBKL gets my saman money, and I get scammed from both ends.

“Why is nothing being done about this? Why am I paying for public infrastructure if DBKL is just going to let syndicates charge entry and fine us anyway?!”

Mixed reactions

Despite the OP’s intention being to call out DBKL for allegedly turning a blind eye on illegal parking touts, some netizens instead zoomed in on the DBKL fine and slammed her for complaining about being penalised for parking on a yellow line.

They also said the OP had brought the trouble upon herself by choosing to pay the ‘ulat parkir’ and park illegally.
