Starting 30 September 2025, Malaysians will finally be able to enjoy RON95 petrol at RM1.99 per litre under the BUDI MADANI RON95 (BUDI95) scheme.
The announcement came from Prime Minister Datuk Seri Anwar Ibrahim earlier this week, and while the cheaper price is great news, there’s one thing drivers must do first: verify their MyKad at the petrol station before pumping fuel.
If you’re wondering how the whole process works, don’t worry, we’ve broken it down for you step-by-step below.
How the BUDI95 subsidy works
Under this new targeted subsidy system, MyKad verification ensures that only eligible Malaysians get the RM1.99 rate. Once confirmed, you can proceed to pay and pump as usual.
Since every petrol brand has slightly different steps, let’s go through each one so you know exactly what to expect.
Petronas

At Petronas, the process is quite straightforward:
- Start by pressing the preset button for your fuel amount
- Pay with your Visa card
- Insert your MyKad to check for BUDI95 eligibility
- If eligible, press Proceed with Purchase
- You can even key in your phone number to collect reward points before refueling
- Finally, lift the nozzle, fill up, and print the receipt if you need it
Petron

At Petron stations, the system is designed for speed and contactless payment:
- Verify your MyKad directly at the pump
- Set the amount you want before paying
- Use your credit/debit card with pay wave for easy payment
- Got a Petron Miles card? Insert it to earn reward points too
- Once payment is complete, print the receipt and start fuelling
BHPetrol

BHPetrol gives you the option of either a full tank or a preset amount:
- Insert your debit or credit card for payment
- Then, insert your MyKad for subsidy verification
- If you qualify, you can also collect BHPetrol ePoints before fueling
- If the system fails to verify, you can still pay the normal market price and proceed
- As always, don’t forget to print your receipt for records
Shell

Shell’s process is almost identical, so you’ll feel right at home:
- Pick your fuel amount
- Pay using pay wave
- Insert your MyKad for verification
- If eligible, you can immediately start fueling
- Print receipt if you want a copy
Caltex

For those who prefer doing everything on their phone, Caltex has you covered.
- Download and open the Caltex Go app
- Check eligibility, choose your pump, and pay directly in the app
- Collect reward points along the way, you even get 500 bonus points on your birthday
- Refuel as usual after payment
How to avoid the RM200 pre-authorisation “hold”
Some drivers worry about the RM200 pre-authorization hold when paying at the pump. To skip this:
- Select a preset amount instead of a full tank
- Insert your bank card and key in your PIN for direct payment
- Refuel without the extra hold on your account
The MyKad verification step might feel like an extra hassle at first, but it ensures that only eligible Malaysians benefit from the government’s RM1.99 subsidy.
Once you know the process for your preferred petrol station, it’s actually pretty quick and easy.
