Types of Sewerage Systems in Malaysia

Malaysia relies on two main systems: Connected Sewerage Systems and Septic Tanks (Individual or Communal). Understanding the difference clarifies why billing differs between households.

1. Connected Sewerage System

Properties under this system are linked through underground pipelines that channel wastewater to sewage treatment plants (STPs) operated by IWK.

These households receive a bill twice a year, covering:

  • Collection of wastewater
  • Treatment at sewage treatment plants
  • Maintenance of the sewerage infrastructure

Today, this system supports:

  • 9,260 sewage treatment plants and pumping stations
  • More than 22,000 km of sewerage pipelines
  • A connected population equivalent (cPE) of 33 million

2. Septic Tanks (Individual or Communal)

Some properties are not connected to the central network and instead depend on individual or communal septic tanks. These tanks must be desludged every two years to prevent overflow, groundwater contamination and environmental hazards.

  • No recurring bill is issued
  • Customers only pay when desludging services are requested
  • IWK charges a one-time fee per desludging service

What Exactly Do the Charges Cover?

For connected systems, the fees fund the entire ecosystem needed to safely manage wastewater across the country.

Maintaining Malaysia’s Sewage Treatment Plants

IWK operates treatment plants 24 hours a day, seven days a week, ensuring each stage of wastewater treatment is uninterrupted. Modern monitoring systems help prevent malfunctions, but human expertise remains indispensable.

Infrastructure Maintenance and Upgrades

Thousands of components—pumps, tanks, pipes, sensors and mechanical equipment—require continuous upkeep. Much of the network was built decades ago, making regular upgrades essential to prevent failures.

Environmental Monitoring and Compliance

All treated wastewater must meet national environmental standards before it can be safely released back into rivers. Continuous monitoring prevents pollution that could affect water quality, soil safety and public health.

A Workforce Keeping the System Running

Although many processes are automated, thousands of workers are required to inspect facilities, fix breakdowns, test water quality and manage emergencies.

In essence, the charges help prevent Malaysia’s rivers and groundwater from being contaminated by untreated wastewater — a risk that would have severe consequences for communities nationwide.

Why Have Sewerage Charges Increased?

For 28 years since its establishment in 1994, IWK maintained the same tariff structure despite rising operational demands. Over time, several developments made a revision necessary:

  • IWK took over more treatment plants
  • Wastewater volume increased significantly due to population and development growth
  • Maintenance and operational costs rose with ageing infrastructure

As a result, the Malaysian Government revised sewerage tariffs:

  • 1 October 2022 – Revised tariffs for desludging services
  • 1 January 2023 – Revised tariffs for connected sewerage services

These revisions were made under the Water Services Industry (Sewerage Services Charges) Regulations 2022 and the 2025 Amendment, ensuring affordability while enabling IWK to maintain modern, efficient infrastructure.

What Your Bill Actually Covers: Understanding the Cost Gap

Even with the revised tariffs, customers are still paying below the actual cost of sewerage services.

Connected Sewerage System

  • Actual operating cost: ~RM17 per month
  • Current tariff: RM4.09 to RM12.32 per month
    (depending on property category)

Desludging Services

  • Actual cost of desludging: ~RM430 per tank
  • IWK charge: RM192 per service

This gap is absorbed to ensure the public can continue accessing essential sanitation services at an affordable rate.

  • Rivers could be polluted with untreated wastewater
