On Tuesday (Nov 11), we reported of a clip which showed a tourist from China drawing a panda on the famed ‘Girl on Scooter’ mural at Chew Jetty, which drew widespread criticism.
Now, the incident has also caught the attention of the Penang Island City Council (MBPP), who released an official notice ordering for the panda’s removal from the mural altogether as it was a legal violation, reported The Star.
Details of notice
In the notice plastered on the door of the mural’s owner, it showed that it was issued by MBPP just today.
According to the notice, it said that under Section 82 of the Local Government Act 1976 by the council’s Heritage Conservation Department, the building owner has to erase and repaint the wall.

For those who violate this Act, they face a fine of up to RM1,000, a jail term no more than six months, or both.
What happened so far
The issue first came to light when the tourist, known as Shen Shishi on Xiaohongshu, released a clip of her adding the panda to the mural.

Her actions subsequently sparked an uproar online, with netizens slamming her for showing disrespect.
However, the mural’s owner later stepped forward and clarified that he had actually invited her and gave his permission for her to modify the mural.
