Selangor executive council member Ng Suee Lim has committed to tabling a no-kill policy for stray animals at the state assembly sitting in February 2025.
This announcement follows a critical meeting on December 13, 2024, at SUK Selangor, chaired by Ng, alongside Petaling Jaya MP Lee Chean Chung, policy advisors, SPBT UPEN Selangor, and representatives from animal welfare NGOs, including SAFM, AKC, MAPS, MAKS, and veterinary experts.

The meeting focused on strengthening humane animal management across Selangor through several key proposals.
A primary recommendation was the “No-Kill Policy”, ensuring captured strays are not euthanised. Instead, stray animals will undergo neutering, vaccination, and be released back to their original locations to prevent the “vacuum effect.”

Additionally, the NGOs proposed the implementation of the TNVRM (Trap, Neuter, Vaccine, Rehome/Release, Manage) program at all local councils.
This program aims to humanely capture, sterilize, and vaccinate strays before either rehoming or releasing them back to managed locations.
In a statement, SAFM said that humane capture procedures were also emphasized to ensure the welfare of the animals during the process.
To revisit dog licensing system
Other suggestions included a conditional dog licensing system, where licenses would only be issued to pet owners if their dogs are sterilized.

The meeting also proposed standardizing compound fees for reclaiming captured dogs to ensure fairness across all local councils.
Lee Chean Chung strongly supported these proposals, offering Petaling Jaya as a pilot project to implement the No-Kill Policy and TNVRM program.
To be tabled in February next year
Ng Suee Lim, with full backing from Lee and the NGOs, instructed SPBT UPEN to evaluate funding and plan a state-wide sterilization initiative.
Ng pledged to table these proposals formally at the Selangor State Assembly in February 2025 as a significant first step toward reform.
SAFM also expressed gratitude to Ng Suee Lim and Lee Chean Chung for their openness and commitment, praising Lee for his initiative to make Petaling Jaya the pilot project.
