Some Malaysians who frequently travel to Singapore may no longer qualify for the Rahmah Cash Aid (STR), according to Deputy Finance Minister Liew Chin Tong.
He addressed the issue after Johor residents asked whether Malaysians who regularly enter Singapore are still eligible for the aid.

What STR is meant for
In a Facebook post, Liew explained that STR is part of the “Kita Jaga Kita” initiative, aimed at providing financial assistance to Malaysians who genuinely need support and reside in the country.

At the same time, the government has a responsibility to ensure fairness to all citizens and taxpayers, and to prevent aid from being misused.
How eligibility is assessed
To tighten checks, the government now uses more comprehensive data involving multiple agencies, including the Immigration Department,”he wrote.
This helps verify whether applicants are actually living in Malaysia.
STR payments are administered by the Inland Revenue Board (LHDN).
Why some applicants were rejected
The minister further clarifies that cases involving Malaysians who frequently travel to Singapore fall under rejection code 31, which means the applicant or their spouse is considered to be living, working, or studying overseas.

Liew said Malaysians who enter Singapore eight times or more per month are interpreted as working overseas and commuting weekly.
Travel frequency matters
To distinguish between short trips and overseas work or residence, LHDN applies the following criteria:
- One to seven trips per month are considered reasonable and normal, such as for medical treatment, emergencies, short term duties, or family matters
- Eight trips or more per month indicate that the individual spends most of their time overseas
Appeals are still allowed
Despite this, Liew said the Madani government remains open to feedback and appeals.
For example, Malaysians employed by local logistics companies who need to frequently enter Singapore as part of their job can submit an appeal to LHDN.
Affected individuals may file an appeal at any time throughout 2026.
