M’sians With S’porean Driving Licence Can Apply For BUDI95 Subsidy Starting Tomorrow

The department also clarified that BUDI95 remains strictly for vehicles registered in Malaysia.
Malaysians who hold Singapore driving licences (LMS) will soon be able to apply for the BUDI MADANI RON95 (BUDI95) fuel subsidy, starting tomorrow (Oct. 16).

In a statement today, the Road Transport Department (JPJ) said a dedicated portal has been set up for eligible Malaysians to submit their applications via budi95lesensg.jpj.gov.my.

Who is eligible to apply?

According to JPJ, applications will be considered based on the following criteria:

  1. The applicant must be a Malaysian citizen;
  2. Must hold a valid Singapore driving licence (LMS); and
  3. Must have a valid work permit in Singapore.

Under the current licensing rules, drivers are only allowed to hold one driving licence — either from Malaysia or Singapore.

As a result, many Malaysians working in Singapore, especially those in driving-related sectors such as bus, transport, and operations, had to surrender their Malaysian licences to obtain Singapore ones.

Even so, some of them continue to live in Malaysia and own Malaysian-registered vehicles, which has caused complications in applying for the BUDI95 fuel subsidy.

JPJ sets up special site for applications

To help this group, JPJ said it created a special portal so that their subsidy applications can be reviewed by the Ministry of Finance (MoF) for eligibility.

Applicants will be able to check their application status via the official BUDI95 website 14 days after submission.

Malaysians who previously held an LMS but no longer work in Singapore can reapply for a Malaysian driving licence (LMM) but they must first cancel their Singapore licence through the existing procedures there.

Once the cancellation is confirmed, they can visit any JPJ branch to apply for a new Malaysian licence, provided there are no suspensions or restrictions placed by Singapore authorities.

Final decision lies with MoF

JPJ added that the final decision for each BUDI95 application lies with the Ministry of Finance, based on all eligibility requirements under the programme.

The department also clarified that BUDI95 remains strictly for vehicles registered in Malaysia.

JPJ said it hopes this step will make it easier for Malaysians working in Singapore to be fairly considered for the country’s fuel subsidy scheme.
