Starting Jan 23, Malaysians no longer need to show proof of international travel to apply for a physical driving licence.

The transport ministry announced that physical licence applications are now open to all categories of applicants at any Road Transport Department (JPJ) counters and Urban Transformation Centres (UTCs) nationwide.
RM20 for Malaysians, RM100 for foreigners
According to the ministry, the fee for a physical driving licence is RM20 for Malaysians and RM100 for non-citizens.
Previously, Malaysians were required to show flight tickets or other travel documents to get the physical card version of the licence.
Push for digital licence still ongoing
This new move is part of the government’s ongoing effort to offer more flexibility while pushing for digitisation.
The virtual driving licence system, launched in February 2023, allows drivers to renew and show their licence via the MyJPJ app without visiting any physical JPJ office.
Free physical licence for selected groups
The ministry confirmed that certain groups will still receive their physical driving licence for free.
This includes senior citizens aged 60 and above, Class A1 and A licence holders, and persons with disabilities (OKU).
Public encouraged to use MyJPJ app
While the physical card is now more accessible, the ministry and JPJ continue to encourage the public to switch to the MyJPJ app for a faster and more convenient process.
They also reminded the public that the digital version is legally recognised by the authorities.
