M’sian Minister Warns Litterbugs Will Be Fined RM2,000 With No Discounts Given

For repeat offences, the fine could reach up to RM3,000.
Housing and Local Government Minister Nga Kor Ming has announced that under the amended law, first-time littering offenders can now be fined up to RM2,000, while repeat offenders face fines of up to RM3,000.

According to Sin Chew Daily, he issued this warning during the second reading of the 2025 amendment to the Roads, Drains and Buildings Act in Parliament today.

The penalty for littering has no ‘discounted price’ — it is expensive,” said Nga, stressing the government’s firm stance on maintaining public cleanliness.

Fine increased fourfold for first offence

Nga explained that Section 47(1) of the Act has been revised to increase the maximum fine for first-time offenders from RM500 to RM2,000. For repeat offences, the fine has been raised from RM1,000 to RM3,000.

He urged Malaysians to stop carelessly discarding cigarette butts, drink cans, tissue paper, and other waste.

If you get caught littering again, you could be fined RM3,000. The cost is very high,” he warned.

Cleanliness is a shared responsibility

Nga also reminded the public that keeping the environment clean is a shared responsibility, and is deeply rooted in religious and cultural values.

Cleanliness is part of faith — this is something emphasized in many sacred teachings,” he said.

The amendment is part of the government’s broader push to enhance public hygiene standards and deter irresponsible behaviour that contributes to pollution and health hazards.
