Malaysia Fortifies Aviation Defences With New Cybersecurity Framework By TDA

TDA leads ICP implementation to enhance Malaysia’s strategic and digital resilience.

Malaysia moves to safeguard its airspace with the launch of the Civil Aviation Authority of Malaysia (CAAM) Cybersecurity Framework and Policy, a milestone developed under the Industrial Collaboration Program (ICP), led by the Technology Depository Agency (TDA).

TDA, an agency under the Ministry of Finance, oversees and manages the implementation of ICP in government procurement.

The new framework aims to strengthen the nation’s cybersecurity governance against cyber threats, while demonstrating the effectiveness of the ICP policy in translating government procurements into strategic national value.

It also supports technology transfer, local expertise development and enhanced national capacity.

The launch, held in conjunction with Transport Expo Asia 2025, was officiated by Deputy Transport Minister YB Datuk Hasbi Habibollah, alongside Transport Ministry Secretary-General Datuk Seri Jana Santhiran, CAAM Chief Executive Officer Datuk Captain Norazman Mahmud, TDA Chairman Sim Tze Tzin and TDA Covering Chief Executive Officer Mohamad Rafidi Mat Dahan.

The event was also attended by National Cyber Security Agency Chief Executive Officer Ir. Dr. Megat Zuhairy Megat Tajuddin and Advanced Air Traffic Systems (M) Sdn Bhd Chairman Datuk Zolkipli Abdul, who collaborated with CAAM in developing the framework.

Hasbi said the ICP and cybersecurity policy prove that when government policies are implemented effectively and in an integrated manner, the results have a significant impact on national development.

The ministry will continue to closely monitor the implementation of these policies to ensure that every commitment is translated into concrete action.” the minister added.

Meanwhile, Mohamad Rafidi, in his speech, shared that TDA ensures every government procurement yields sustainable value and strategic returns for the country.

“This project demonstrates how ICP translates government procurement into tangible outcomes that strengthen digital security, nurture local expertise and uphold the nation’s technological sovereignty,” he added, noting that TDA will continue to advance the ICP agenda across all strategic sectors.
