Most EPF members eligible for Akaun Fleksibel, also known as Account 3, have yet to make any withdrawals since its introduction.
According to FMT, EPF’s latest research report stated that 63% of its 13.3 million eligible members under the age of 55 had not withdrawn from Account 3 as of October 2025, equivalent to around 8.38 million people.
Nearly 5 million members made withdrawals
Despite the majority leaving the account untouched, nearly five million members, or 37% of eligible contributors, made at least one withdrawal between May 2024 and October 2025.
When combined, the withdrawals amount to RM16.6 billion.

NST reported that contributors earning below RM3,000 per month made up the majority of Account 3 withdrawals, with lower-income members generally withdrawing more frequently but in smaller amounts.
According to the report, this reflects the need for immediate cash liquidity to cope with daily expenses amid rising living costs.
Meanwhile, contributors earning RM10,000 and above made up only a small portion of withdrawers, but accounted for a disproportionately larger share of the total withdrawal value.
EPF said this suggests higher-income members are using Account 3 more strategically as part of broader financial planning rather than for urgent short-term needs.

Some members could not withdraw due to low balances
Among those who did not make withdrawals, EPF said 44% had enough savings but chose not to withdraw, while 56% were unable to do so due to insufficient balances.
Account 3 was introduced in May 2024 as part of EPF’s account restructuring, allowing members to withdraw savings at any time subject to available balance.
