Two enforcement officers from the Penang Island City Council were injured after a hydrogen-filled balloon suddenly exploded on a council pickup truck during an enforcement operation on Monday night.
According to China Press, the incident occurred at about 7.55pm outside the council’s Licensing Department office when the balloons were being transported back to the council’s headquarters.

Vehicle engulfed in flames
According to initial reports, a balloon filled with hydrogen gas exploded on the truck, causing the vehicle to be quickly engulfed in flames.
Two council officers were injured in the incident, with one sustaining burns to both hands and part of his face.
He is currently receiving treatment at Penang Hospital and is reported to be in stable condition.

The second officer suffered only minor injuries and is recuperating at home.
Crackdown on illegal balloon vendors
In an official statement released this afternoon, the Penang Island City Council confirmed that the incident involved hydrogen-filled balloons that had been confiscated earlier during an enforcement operation against illegal vendors.
The council said enforcement officers attempted to puncture the balloons to release the gas. However, the balloons unexpectedly exploded, injuring two officers and causing damage to the rear of a council vehicle as well as the confiscated equipment.

It added that since Jan 31, its Licensing Department has been monitoring and taking action against unlicensed hawkers selling hydrogen-filled balloons without valid permits.
Despite repeated verbal warnings, some vendors continued operating, prompting enforcement officers to seize the balloons and related items, which were later transported for disposal when the incident occurred.
