Police have arrested 13 men during a raid on a commercial premises in Perai, Penang, after they were suspected of being involved in immoral activities described as “unnatural sexual acts”.
According to a police statement, operation took place on 29 November 2025 at around 7 PM, led by officers from the Criminal Investigation Division of IPD Seberang Perai Tengah, together with enforcement personnel from Seberang Perai City Council’s (MBSP) Licensing Unit.
11 patrons and 2 staff arrested
According to the Seberang Perai Tengah district police chief ACP Helmi Aris, police detained nine local men and two foreign nationals aged between 19 and 66, all believed to be patrons of the premises.

Two local men aged 57 and 59, identified as the operator and an employee of the sauna-style establishment, were also arrested.
All were detained during the raid on the multi-storey shoplot, which police believe had been operating as a venue for illicit activities.
Condoms, lubricants and explicit videos seized
During the raid, officers seized items including condoms, lubricants and other paraphernalia related to sexual activity. Several mobile phones belonging to those arrested were inspected, and police said some contained pornographic video clips, which were confiscated as evidence.
Further investigation revealed that the establishment operated across the second and third floors of the three-storey building. Police found a rest area, sauna facilities and partitioned rooms that were allegedly used as spaces for same-sex activities.
Authorities believe the venue had been used for such activities for about two months.
All arrestees tested negative for drugs. Police added that background checks revealed one local suspect had a previous criminal record.
Investigated under multiple Penal Code and immigration laws
The case is being investigated under several legal provisions, including:
- Section 373/377B of the Penal Code – against the operator and employee for allegedly organising activities involving “unnatural sexual acts”.
- Section 377B of the Penal Code – against 11 patrons for allegedly engaging in acts “against the order of nature”.
- Section 292 of the Penal Code – against seven individuals for possession of obscene materials.
- Section 6(1)(c) of the Immigration Act 1959/63 – against the two foreign nationals for allegedly entering Malaysia without valid passes.
All detainees have been remanded for six days, until 5 December 2025, to facilitate investigations.
Police urge public to report immoral activities
ACP Helmi Aris urged the public to share any information on immoral or suspicious activities with the police, stressing the need for continued enforcement.
