Kelantan police have expressed concern over the surging number of sexual offenses involving girls who have yet to hit puberty, some who are as young as 10.
According to a report by Berita Harian, data collected by police showed an increase from 206 cases in 2023 to 252 last year, along with a 17.1% surge within the first quarter of 2025 compared to the same period in 2024.

Speaking to reporters at a special briefing at the state police headquarters, Kelantan police chief Datuk Mohd Yusoff Mamat shared one disturbing case involving two family members.

The case saw an 11-year-old boy making his 15-year-old cousin pregnant. When the case was reported to police last week, the couple claimed that they were in love.
“The boy was arrested after a police report was lodged while the girl was referred to the state Welfare Department,” he said as quoted by NST.
Yusoff said that in such cases that involved incest, the ‘couples’ were usually aged between 10 and in their 20s, with a majority of the girls becoming pregnant between one and seven months.
“Our probe indicated a worrying trend, where teenage girls or young women are actively seeking partners for sexual activities.

“Police investigations also revealed that most of the rape cases occurred with the girls’ consent,” he added.
Called upon parents & authority figures to step up
Yusoff said a number of factors were found to be exacerbating the problem, such as family conflict, lack of parental supervision, absence of religious education and drug abuse.
In light of this, he urged parents and the local community to work together in curbing the rise of sexual offenses within the state.
In some cases, the girls’ parents were aware of the situation but failed to report it to the authorities. Police were only informed through third parties, such as medical personnel treating the pregnant girls.

“Village heads and imams (religious teachers) must take this issue seriously. They should report such incidents to the police and continue educating the public on the social consequences involved.”
